December, 2010 In the winter 2010 issue of their newsletter, SAMHSA featured Circles of Care, a program that supports tribal communities in developing culturally appropriate strategies to address the behavioral and mental health of youth at the systemic level. Circles of Care grantees take a comprehensive approach to this initiative by involving community members from every level in order to identify gaps in the health care system and develop a system of community-based care.
